So powerful was the Montgomery Castle grip on local elections, that, despite his birth, there would have been no difficulty in installing Herbert in the boroughs seat in 1584. All the same, because of the number of namesakes, a little doubt must remain about the identity. Similarly it is possible that it was this man rather than Richard Herbert I who temporarily replaced Rowland Pugh at Montgomery Boroughs in 1581. Herbert was left £50 in his father’s will of 1593. His wife, before her marriage, was presented for recusancy along with members of the Herbert family of Powis Castle.
